You almost already could with steel coffee cans. You'd need a piece to connect them that doesn't need to be nailed/screwed so that they'd only come apart upward. Better if it's square than round. Then there'd be a thriving market for used coffee cans and you'd have a reason to keep buying more to build more cat towers. Once you have lots of cat towers you might have enough to build the steel skeleton of an ADU. Then you could build an ADU for all your cats to live in.

Apparently you can take a normal plastic water bottle and pack it densely with dirt. It will then function well as a brick.
Obviously the round shape doesn't lend itself to building, I think they used either mud or cement to keep the bottles in place.

Steel is clean and strong in ways plastic isn't. But mostly I'd see the cans being used to make cat towers or little forts. It's fun to build with big blocks. Kids would have lots of fun with it. The people buying them wouldn't ever get enough to build anything for human habitation. But if a town had a drop off that town might eventually build something cool with them. Just building cat jungles and little human forts is enough 2nd life for them barring that.

Thanks! Using glass like that strikes me as even crazier. I use old steel coffee cans and glass peanut butter jars with some left over click-lock flooring to build cat towers/shelves. The jars don't stack securely because their lids don't grove into each other but with lots of weight on top and recessed legs so that nobody would accidentally bump into it you can stack two together. With the flooring on top my cats don't/can't knock them over. The big steel coffee jars stack much better because their lids to grove but their lids are plastic and don't go much up the sides. Replace that plastic lid with a steel lid that extends further up each side and a tall column of joined steel coffee cans might be very strong, stronger than a wood beam.

Yeah I wouldn't want an entire wall made of bottles like that but it would make a cool window.
