I don't think that's correct. While that's true for the "smaller" holidays, July 4th is one of the "big five" and will typically get an (observed) weekday off.

Federal holiday just means the government takes it off. Many other companies will as well, but nothing is forcing them to, and most of them won't observe another day if the holiday falls on a weekend.

So you don't get mail that day, and someone at work asks if the mail carrier has been by yet and then you realize it was a holiday that your boss decided should be a workday.
It depends what the holiday is whether we get an extra day off. We have to work most of the less observed ones because a lot of our patients would rather not take a day off work to go to the doctor. They tend to be pretty busy days, unless the doctors take the day off.

"Federal holiday" is meaningless for private companies. It just means the federal government employees get it off.
Many state and city government base their holiday list on the federal holidays, with some alterations. Private companies may do the same (usually with more alterations, including reduction).
By no means does "its a federal holiday that falls on a weekend" mean that a company is obliged to give either the Friday or Monday off. If they do so, it's out of company policy

Work at a university: we do not get July 3 off.
This year, since the 4th was on a Friday, we got early release (2 hours earlier than usual) on Thursday because it's not our 'busy season' and we met arbitrary work goals set by leadership.
In the past, we got the 4th off, but the rest of the week was business as usual, even if the 4th was on a damn Thursday so we'd have to work again on Friday. Everybody (the people who did not think ahead to request the day off) filly-farted the hell out of July 5th last year.

I’ve occasionally worked at a company that closed on the 5th, but usually only off the 4th falls on a Thursday.
They know damn well no one is going to get anything accomplished on that day anyway (and like 80% of people will attempt to take it off), so they give it off to look “nice.”
Similar to how most companies (of 9-5 type office jobs anyway) now seem to give you the day after Thanksgiving off. Absolutely nothing gets accomplished that day for the few people who don’t take it off.

There's no legal requirement (except for Federal employees) that the 4th of July be a day off, much less the 3rd or 5th.
However: Many (most?) companies follow the Federal Holiday schedule, which means you'll get that day off. If July 4th falls on a weekend, again, many companies will give off the Friday or Monday surrounding that weekend, at their discretion.
Additionally, in the case where a Federal Holiday falls on a Tuesday or Thursday, some companies acknowledge that the adjacent Monday/Friday will not be productive and the goodwill generated with the workforce is worth closing that day, as well. The Friday after Thanksgiving (which is always on a Thursday) is the primary example here.
So, in summary: maybe.

Depends. I’ve worked for a few local small businesses (think mom and pop shops) or small nonprofits that will sometimes close for the day before or even a few days before. Usually it is because the owner or main person running the show wants to fully shut down everything related to work and unplug for a few days. Same types of places that would often give us the week between Christmas and new years off as an extended holiday that WAS nice for us, but was definitely more so that they could just turn work mode completely off.

In the Army, we would often have a "training holiday", if a holiday was observed on Tuesday or Thursday. So if the 4th fell on Tuesday,we would have the 3rd off, if it fell on Thursday,we would have the fifth off. Notice I said when the holiday was "observed", not the actual date. For Federal holidays,the day off would be the day the government said it would be. This generally applies to holidays that fall on a weekend.

There is no usual because it lands on a different day of the week every year. If it landed on a Tuesday, it would be not unusual for people to take the previous day off and make a four-day vacation weekend out of it.
This year it landed on a Friday, so most people that have weekends off now have a 3-day weekend, a good opportunity for them to travel. Some will also take Monday off and make it a 4-day weekend.

First responders are a tiny percentage of Americans. I was thinking more of the 10.6% of Americans working in retail. Per census data, another 8.7% in food. Census data combines healthcare and education to account for about 26%, but Department of Labor has healthcare workers estimated at another 9.3% of employment. 30% isn't most Americans, I'll admit, but it's a statistically relevant number for sure. A certain number of people who work in healthcare will get July 4th off though (think like Dentists and Dental Hygienists who aren't taking appointments, or regular GPs/their staff who aren't either outside of a special emergency call). And even in retail/food, some people just won't be scheduled, and some places (with a union or just good benefits) will get holiday pay even if they have to work the holiday.

I'm newly retired but where I worked you had to request the 3rd as a vacation day or PPH (personal paid holiday). Otherwise you had to show up for work the day before a holiday and the day after in order to get paid for it. Also if you called in sick the before or after the holiday you would not get paid for the holiday.
You could also request to work the holiday and you would get paid overtime. I would always work the holidays at double time pay. I would sign up to work an early morning shift at 4am and be off by 2pm. I would also put in a PPH for the next day. That way I can spend the holiday with the family and still have the next day off. Of course you had to do this in advance.

Definitely NOT at most startups. Startups will squeeze every hour of work they can get out of you. They can be some of the most ruthless, uncaring, inflexible places to work. My team lead at one startup apologized to us that he would be in late on SUNDAY because he promised his family that he would have breakfast with them. We were working 7 days a week at that point to finish development in time for a demonstration to investors, because continued existence of the company depended on doing well at the demo.

I don't think it's dumb. I've actually gotten half days off on the third at my last two jobs. And earlier in my career I worked somewhere that would give you an extra day if the holiday fell on Thursday or Tuesday, so that you could turn the holiday into a really long weekend.

I work six days a week (half a day on Saturday) so whenever the 4th falls on a Friday, we get that half day Saturday off as well because it wouldn’t make much since for us to have off Friday but have to return to work for half a day the following day. This gives myself and my co-workers a chance to have a long weekend away if we want.

If it's a Saturday, the holiday is observed on Friday for day off purposes.

The rule of thumb for most white collar jobs for the federal holidays that are tied to a specific date (4th, Xmas, and New Year’s, as opposed to the others that are tied to a day of the week) is:
If it falls on a Sunday, you get Monday off.
If it falls on a Saturday, you’ll get Friday off. (Maybe Monday instead at some places.)
If it falls on a Tuesday, you’ll get both Monday and Tuesday off.
If it falls on a Thursday, you’ll get both Thursday and Friday off.
If it falls on a Monday, Wednesday, or Friday, you’ll only get that day off.
It’s a tribute to the foresight of the signers of the Declaration of Independence that they picked a date that never occurs on the same day of the week as Xmas and New Year’s. :) Seriously, it just works out that the extra day between the actual holiday and the weekend never occurs more than once per calendar year.
