Boat rehab

I have a Chrysler Mutineer 14 that sat in storage for about 20 years before I purchased it. It floats and the sails are in great shape, ive replaced the line and some hardware, but I have a few questions about the hull of the boat. First, in the picture, you can see some red staining at the back. This is still there even after me scrubbing the boat free of dirt. Does anyone have recommendations on how to remove it?
Second, on the bench, there is chipping. Can I seal over this or does it need to be redone? Its not deep, just surface

The red staining is either tannins from leaves, or possibly rust. Some oxalic acid will help get rid of it. Many options for oxalic acid cleaners in the marine stores, but good ol' Barkeepers Friend works well and is cheap. Mix with enough water to form a paste, apply and let sit. After 15-30 minutes, scrub and rinse. If there's still stains you can treat it again.

If youre sure you have all the dirt out after using something like starbright deck cleaner, you can hit it with some diluted X14, let it sit for 5 minutes and rinse with a lot of water. X14 is basically bleach so be very careful

Try Sun. My 27 foot keelboat gets stained by willow leaves in the winter (they sneak in under the cover and get wet) The stain bleaches out in the Sun after a few weeks.
Also, my 27 foot keelboat is raced hard, and has numerous hairline cracks in the gel coat, and some gouges as well. As long as the underlying Fiberglass is not exposed we ignore them.

Did you use a cleaner when scrubbing or just water? In my experience a good cleaner like simple green should take that right off. Also recommend an electric scrub brush.
