Rustoleum or POR-15 (rust encapsulation) for these floor brackets?

Can I get away with rustoleum primer and paint on these floor brackets from my 87 GN or should I be treating the heavily pitted areas with a rust encapsulator like POR-15? I grinded away most of the surface rust with a flap disc

Anything is better than Por15. Use a converter if you're nervous about rust. It's a primer and chemically converts rust to a stable coating so nothing continues to rust.

Don't use POR15 on anything you care about. It's the greatest fraud in the automotive hobby.
Those parts are in very good condition. You should use the best primer possible. A true epoxy primer is perfect, such as Southern Polyurethanes epoxy.

POR works GREAT...from keeping the elements from getting in to the metal...
however it works SO good that any moisture already in the metal just keeps up its chem reaction and eventually just rusts shit out
unless you have a crack in the POR (which happens alot on areas that flex) then water gets in , but rarely gets out..

POR15 works great at lightening a wallet. At protecting metal, not so much.
You mention moisture already present. POR15 is a moisture cured urethane, it needs the moisture to be present. And you are correct, it is so hard it is brittle. It cracks and breaks adhesion with the substrate as temps change and parts flex, allowing moisture intrusion and sever rust to occur.

a good epoxy primer, or maybe an etching primer (make sure it wont react badly to your top coat)
looks like most of the rust / all of it is gone.
you could soak some rags in vinegar & let them sit if your that concerned, but I think your good to just primer & then paint
then maybe some seam sealer around the seams after welded in . this way in the even the windows are left down/ someone spills a drink your limiting the chances of any liquid getting between the bracket & the floor

What about heavily pitted metal like this? Is a good rust primer / paint strong enough to hold it back or should I be looking at KBS / Mastercost / another encapsulator?

You need to accept there is no real way to paint over or encapsulate rust. Not with these products. There are corrosion control primers found in various industries, and they are effective. They are also expensive, and often times quite toxic.
There are rust converters that work by converting iron oxide to more stable magnetite chemically. The downside is you can't control how deep the conversion goes, and you cannot control adhesion on either side of the conversion.
Your best options are to remove the rust and treat the metal. There are acid based rust removers that are effective, such as Rustmort, Ospho, various PPG products, and others. Can be nasty, use precautions. And they must absolutely be neutralized before being coated.
There are chelation agents sold by a number of companies, Rust911, Evaporust, and others. Very effective, non toxic. Extremely slow. Can get expensive, but re-using the solution helps make it economical.
Mechanical rust removal is an option, but on thin sheet metal may not be practical. Grinding, blasting, wire wheel, etc. Could combine with other methods to form an effective plan.
Note, real epoxy primers will have chromate. This will allow the epoxy to adhere to metal that may have microscopic rust in less than perfect areas. This is helpful, but not a substitute for rust removal.

Hold what back? The rust appears to be gone and it doesn't really work like that. The best option is powder coat or epoxy primer. Next best imo would be Steel-it. Then rustoleum or summit chassis paint in a can.

Get some Ospho or Rustmort or some other brand of phosphoric acid and learn how to use it correctly. Treat, then paint.
Rustoleum is just enamel paint.

How is he gonna weld them back into place after they're powder-coated? I see a bunch of drilled out spotwelds.

I'd personally mask the flanges, paint 2k epoxy on the backside, then weld-thru where I masked. Then when I was done plug-welding back into place, 2k again over the top.
Sounds more complicated than it is. You want 2k epoxy everywhere, period. But you can't have it where you're about to weld.

Eastwood makes a rust encapsulation paint that is half the price of POR and works better imo. But these have no rust to encapsulate. So a few coats of an enamel paint should do just fine.

That metal is too clean for POR15. POR15 is meant for rusty metal, you've gone and taken all the rust off!
Use a quality epoxy primer, Rustoleum is good.

those parts are in too good of shape for a por15 or similar product. "designed for application directly on stable rust or seasoned metal surfaces."
Proper paint job should be all you need..if you have the budget, as mentioned below, maybe powder coat them?

Ive used it with medium success, honnestly never been super impressed.
i really prefer, if possible to get surface as clean as possible. my typical for parts, very strong degreaser like purple power, rinse, heavy duty vinegar bath for a day for rust removal. key with 400grit, primer, paint, clear.
a bunch of that is optional depending on the part, the car, how much i care, time, how bad ocd is that day. also depending on where the part is going, i might coat it after for rust protection.

Personally I would just paint them. I very rarely use POR-15.
As long as they're clean, the rust shouldn't come back. As I doubt a Grand National is going to see road salt.
