I've read that these checkpoints allow pilots to perform a VOR receiver check, which is required before IFR flights.
Pilots tune their VOR receiver to the designated VOR station and check that the displayed radial matches the radial marked on the checkpoint.

Notice too, the shadow of the plane's propeller. The engine is not running. I think the plane is stationary on the runway. If that's the case, I wonder if something "came off" the plane. The pilot felt or noticed it and you have two airport vehicles out to inspect the runway for FOD.

Now that you mention it, it reminds me of a time where my airplane's wheel split in half (all the bolts let go simultaneously, somehow, and fell together -- still unexplained), causing the aircraft to veer and stop like that (fortunately on a taxiway).

Doesn't take long to walk 50', especially if the a/c was slowly taxiing due to the vehicles off the side of the runway. If they jogged out, it's even quicker.

It may also be that two different passes of the aircraft or satellite that took the images are stitched together right between those shots, they may not have coexisted on the runway.

Looks like a VOR checkpoint. The sign on the right side of the hold position marking likely has the info for the VOR frequency and the DME distance if applicable.

I believe that is a VOR receiver ground checkpoint marking. Also, the pickup trucks on the runway with a plane may just be the result of two different passes stitched together right between them, may be the case neither of those were on the runway at the same time.
