Which Setup should I pick for CS2?

Currently planning to build a new PC in the upcoming weeks mainly Cities Skylines 2 and some other simulation games.
I am pretty much sticking to an AMD setup and just wondering if changing the CPU or GPU would make a bigger difference. Budget is in place for all 4 setups that I list here but I am simply wondering which one would be the best "sweet spot" one. Now that the 7600x3d and 9060xt are out I just got more to think about.
#1: 7600X3D + 9060XT
#2: 7700 + 9060XT
#3: 7700 + 9070XT
#4: 9800X3D + 9070XT
I have a 7700 on hand right now and that's why it's included. Planning to play on 1080P although 1440P could be possible (I have a 1440p monitor). 7800X3D sounds like not worth it compared to the 9800X3D so I didn't include it as well.
This might be a really dumb post but please help me since it's the very first PC that I will build on my own. Thanks!!

9800X3D seems like the go to CPU for simulation games, I know it gets the fastest turns in Civ and does great in games like Stellaris, so it will likely will give you best performance in Skylines 2. Unless there is something special about how that game works. For 1080p, honestly 9070 XT would likely be underutilized and sort of a waste, especially in sim games, so I would definitely make a jump up to 1440p. You'll appreciate having more of your city visible as well on screen at higher resolution.

7600x3d or 7800x3d are good choices.
