SLI VOR is u/s but approaches are still using it and I can still identify it

There is a notam right now that says SLI is unserviceable, But I can still hear the Morse code identifier.
Many of the departure procedures in the area that use SLI say RNAV is required right now, as well as approaches that use it for identifying fixes.
Yet KFUL VOR-A continues to be in use. I was under the impression that u/s means you can't use it, but I was also under the impression that if you can identify it then you can use it.
Is u/s more like "possibly unreliable" or is there some kind of mistake?

Are you trying to identify it from further than 40miles on those specific radials? The VOR is still operating just fine if you're closer. Its operations further out below specific altitudes that are affected.

ok I understand thank you, it’s weird that there isn’t a specification of ”unservicable in certain areas“ or something when all you see on the surface is

The VOR is indeed notamed completely out. Are you sure they're doing that approach?

That's not the correct notam. There's a separate notam that its out.

Where are you reading all of that? That just looks like a copy and paste from the AFD. OPs reply is the full notam

You don't indicate which approaches you are talking about but even if the VOR was completely dead, that doesn't mean the approaches have no use. Unless the VOR is providing the final lateral course guidance, you can substitute GPS for it.
