PC build help

Hello reddit! I've never made a pc but am looking to massively upgrade my current one. I want to future-proof most of it, if applicable. I'll mostly be playing story and shooter games, so I'd also like to know what resolution and Hz monitor to get. Please help and give recommendations on which components I should go for.

Phantom Spirit SE is slightly better than the Peerless Assassin SE.

No need for RGB on the RAM, you can save $25 there.

9070XT for $845 is terrible value, there are models for $700-750.

Are the slightly lower operating speeds on the cheaper models noticeable?

You mean for the GPU?
No, 1-2% difference in boost clock doesn't matter. You can manually overclock the cheaper models to match the expensive models.
