Need help with my pc I'm new to building

Hello. My dad brother and I built a gaming pc that I brought yet when we try to turn it on it doesn't work. Can someone here find out why because my dad keeps saying it's the power supply despite me having 650w and properly plugging the stuff in. Here is a list of my components. GPU: GIGABYTE Radeon RX 7600 XT Gaming OC 16G Graphics Card – $359.99

In back by your power supply. There is a little switch with an o and a |. Flip that switch and try again. Next check to make sure you have the front panel of your case hooked up to the motherboard correctly. Unplug those little cables that plug into the connectors as shown by the motherboard manual in the portion titled "Connecting the Front Panel Header". The take a screwdriver and short out the + and - pins labeled Power Switch. That's REALLY easy to mess up when building for the first time. Hopefully that'll start up your PC. If so, turn it off and reinstall those little cables. Those are two really easy things to mess up when building for the first time. Also, someone else mentioned, you don't have your RAM plugged into the correct slots. You want them in slots 2 and 4, not right next to each other like you have it. That won't stop the PC from booting though, though it WILL absolutely hamstring the performance. A ton.

I switched the ram but I'm a little confused. I changed the cords and plugs around for jp1 yet still nothing

Your RAM is placed incorrectly, use slots 2+4.

The hardware is all technically compatible. Double check all your power connectors, front panel power button is connected to the correct pins, and the rear PSU switch is turned on.
Assuming everything is correct you should see fan spin when the power button is pressed. If there is no fan spin a bad power supply is possible.
