Why London buses turn on the air conditioner in the freezing winter and turn it off during the melting heat?

Most don’t. Most double deckers have forced air ventilation aka poor man’s aircon but it doesn’t really condition the air.

It simply lacks the horsepower to cool a bus full of passengers on a hot day, it'll be on, but ineffective.
Its not like the Pacer trains up North where the engine cooling is inside the passenger compartment

On a lot of buses it's too small to cool a bus load of passengers on a very hot day so it feels like it's not working.
