Somewhere out there is an image of a Lockheed proposal for a Flying Boat C-130 where they redesigned the entire fuselage to be a hull instead of just floats.

I think I remember seeing that concept in a coast guard livery.
At that point though, why not cooperate with Japan and use a rework of the ShinMaywa US-2?
