ULPT request: help us with street barricaded ideas!

Hi, dictatorship in Serbia is suppressing the people, so people decided to exercise civil disobedience by setting the barricades on the critical points (always letting the emergencies go through!). But this being the dictatorship as it is, the police are using all the force on the people, and also today the government decided to remove all the containers and flower pots so they cannot be used in barricades. My request is ideas what to use that is not too expensive but can block and be difficult to move? (If one is interested, you can look up on protests in Serbia that are going for 7 months, police brutality, Sound cannon being used on peaceful protesters etc) Any ideas regarding ad hoc protests and barricades is welcome! Look to the MIDAN in Ukraine in 2014, that was very effective. They first blocked the roads with cars that were nearby, removed the tires, chained them together, and then continued to bring in tires until there was a walkable bulwark that wasn't bulldozable

Protest lock boxes
Take a PVC pipe the diameter of your arm/ hand
Pass a bolt through the centre of the pipe
Chain/cuff (adult leather cuffs are the most comfortable) two volunteers arms inside the pipe, with the chain wrapped around the bolt (this provides a tension point so when one arm is pulled, it doesn't stress both wrists) but ensure that when the bolt is removed the arms are still chained together.
Now you have a human chain that is more resistant to being separated, they shouldn't cut the pipe carelessly as they may cut your arm
Note that this only works on a government who are still interested in pretending to be ethical

Anchor bolts. Get the ones with the sleeves. All you need to do is drill a hole in the floor, then knock these in then you can bolt anything to the floor. Metal fence posts, a gate, anything you can think of can be bolted down with a ton on strength.

In LA they were zip tieing shopping carts together. Another time, one of the walmart stores took all of their carts, pallet wrapped them, and then chained them in place. You could also use shipping pallets.
There was another place they were super gluing or epoxying bricks to the road. You could use this to make all but one lane impassable and then control that via movable means.
If you have the resources, my city likes to fill dump trucks with sand or gravel to make rolling barricades.
Oh, also, a lot of US cities use 55 gallon trash can sized buckets full of water to slow cars before impacting things. Outdoor trash cans or 55 gallon drums chained together, particularly a few rows of them, will make things pretty hard.

If bricks aren't available you can stack/glue large rocks and get the same result. I think you are supposed to aim for between 2 and 3 feet tall.

Sound cannon can largely be defeated with a shield + hearing protection. Place the shield between yourself and the sound cannon and it'll deflect/redirect most of the sound (it is high intensity though, so the added hearing protection is still necessary). It can even return to sender to some degree.
If you want to keep them out of an area, use flanking and skirmishing tactics combined with barricades and area denial. You know the territory, you can be a lot more mobile than they can, and that's how you can force them to retreat (or at the very least divide their attention/break their formation) by making their existing position untenable.
Police still love to use a phalanx style formation on the whole for crowd control, and that leaves them really vulnerable to flanking as the bulk of their force is concentrated at the front, and breaking formation to address skirmishers would leave the front vulnerable as well.
As to barricades and area denial, it depends on what you're trying to stop. If it's advances on foot, anything that can make the terrain difficult to traverse (particularly in formation) will help some amount. If it's vehicles, you don't necessarily have to obstruct the whole roadway, but rather force them to slow down/follow a path you've set for them, and have a plan should they follow it.

It wouldn’t be difficult to move, which is a good thing in some cases, but you can make your own spike strips with a garden hose and nails, have three nails pointing in different directions and repeat the pattern. You can also tie a rope to the hose and lay the rope across the road, then when you need it you can pull the rope to pull the hose across the road, or have the hose in the road and pull if you want to let friendlies by (remember to pul and not push the rope).
Tires are a good option for something more permanent. They can also be set on fire, but you want to make sure the smoke blows toward the police. If on a hill you can set the tires on fire individually and roll them down the hill.
Then really anything heavy, sand bags filled with dirt, old cars (take the tires off and set the car on the ground to make it harder to move). You can fill with dirt or anything heavy. Logs, cinder blocks, furniture, fencing, etc. If you can, run a chain or wire through everything.

In Brazil, drug dealers use to weld and/or cement the barricades to the ground, to prevent the police to enter the favelas. It's very effective.

Vehicles perpendicular to travel. Can move for emergency services but sow/hard to move otherwise. Take the tires off and towing onto flat deck tow truck is hard.
