initially suspected a jelly fish but looking closer it was definitely fixed to the seaweed underneath it; vague guess is eggs of some sort but uncertain from there - any insight would be appreciated; thank you!

It looks like an encrusting bryozoan to me, some cyclostomes grow on algae. At the very least, the lacy pattern looks like something colonial!

Seconding bryozoan! If you zoom in (past the insane glare on the surface) you can see the cells!

Second this. The Membranipora genus of bryozoans looks pretty similar! Especially if it was rough to the touch, not soft.

Looks pretty much like an Aurelia (moon jelly), but the patterns in the surface does not looks right, and as you said it was in the algae...
