I know I'm not the one being asked, but I also agree this response is making things worse.

My way of approaching this would be having 2-3 trained snipers in different positions make sure the gun goes unused. Have a negotiator with a backup attempt to talk them down. 4-5 officers on either side of the highway diverting traffic away from the situation, including helping those who passed the last exit back up so they can get off. Finally, have however many are necessary to maintain a safe perimeter around the incident, to include the highway, local streets, and buildings in the immediate vicinity.
