Would you find situation weird when walking your dog at night?

At the end of each day, I or my wife (usually me) walk our mini poodle up the road to a grassy area by a bus stop to let him have a final stroll of the day and to take a call of nature. We always go armed with bags, and we pick up his waste and put it into the bin on a lamp post which is collected daily. We never leave a nugget behind. I’ve noticed in the past few days there is a man, well, a creepy silhouette of a man, who watches me as I walk up the road (I walk up to a T-junction and go left to the grass - his house is placed so that it looks directly down my road). Didn’t think anything of it at first, I’m known for being a nosey git and looking out the window but tbh if I see a person with the worlds least offensive dog, I would just stop looking, there are hundreds of dogs walked there each day, we just happen to be, I imagine, the last of the day. So last night I saw the silhouette and it was at one window and I discreetly looked up (whoever it is can’t see my eyes) and thought it was a bit odd and intense to be stood there watching me go up the road but anyway, I turned left and walked him on the grass and noticed that silhouette was now at a different window statue-still staring out. Strange. But maybe it’s a one off uh? Tonight I’ve just been up and seen the silhouette again, again he moved window and intensely stared at me. He must have had an enjoyable time watching my dog take a dump as he was there the whole time not moving a muscle. I walked back toward and into my road (having picked the poo up and discarded in the bin) and glanced up again without him being able to tell what I was looking at and see he is there. Still watching me menacingly. He moved window again and watched me as far as he could, I made sure that I let the dog sniff around so I had good reason to turn back and look a few times until I rounded a slight corner and was out of view. Mentioned this to my wife when I got home and said tomorrow she should come with me to make sure I’m not going nuts, and she asked which house. I got a pic from street view and explained and she said that she got a weird feeling from that house a few days ago and thought that she saw someone watching. We both thought initially it could have been a cutout but as it’s now moving window it obviously isn’t. What do I do? Ignore it? Do I maybe stand at the top of my road and stare up obviously until he backs down and goes away? Is it strange behaviour? Do you consider it normal? After x-amount of days wouldn’t you just think “oh…there’s that fat old rocker with his dog, I can’t be bothered looking at them” and go do something interesting? At least more interesting than watching a small dog defecate anyway. Let me know what you think. I feel like I’m in a Hallmark boxset now, like he is going do something bizarre 🤣
