These used to be in the back of Boys Life magazines. My friends dad helped us make one with his leaf blower. It was fun until we thought we'd try it on the pond. Sank immediately. Dad was PISSED.
The decoder ring podcast does a deep dive on this in the "The quest for a homemade hovercraft' episode. It's been a while since I listened to it but if I remember correctly they find the son of the guy that made the original designs. They may even build one before they're done. I'm gonna have to relisten to it.

I bought the plans for this! I even had an old vacuum motor I salvaged. The plans werenβt bad but just a little bit too complicated for how old I was back then and by the time I was older and had a bit of real spending cash, I was more interested in using it for other things.
I don't know about Mythbusters, but Bill Nye built something like that on his show in the late 90's (I saw it in undergrad) and went scooting around on it.
I have to admit, I always wanted to buy these plans just to see what they said. It could have been jetwash, it could have been silly.

Go to a thrift store and pickup a battery/gas powered leaf blower and use that to fill the lift skirt. Works well actually.
