ULPT request: aggressive men harassing me that live next door in a sorta halfway house thing?

A building that isn’t a halfway house for like, people who have done time? But is sorta like a halfway house in that it’s an organization that houses unsociable people who may have had drug issues or maybe criminal involvement and teaches them how to re-enter society. Almost exclusively men around 30-60 live there. For a year and a half I had no issues aside from some cat calling from the men there that I just ignored. Then one started actually harassing me after I asked him to lower the volume of his speakers during the middle of the work day (he stands outside blasting music and smoking, he is unemployed, I work from home). I was really polite because I am a timid small-stature person who is generally anti-conflict and super anxious. He freaked out at me. I called the building to complain and now they are not allowed to play music at all (fyi, other people in my apartment building have also called to complain, and other women have experienced the cat calls). Now this person stand outside and stares me down when I walk to work (I work half-in the office, half-from home). And he has his scary friends standing outside doing the same, just intimidating stares and one took his shirt off while staring at me. I called the cops to ask what to do and they said harassment and intimidation is not a crime and if I don’t have a crime to report I can hang up the phone. There are cameras on their building directly outside so I can’t do anything to the property without being seen. What can I do that won’t harm people, but will be inconvenient enough to be some payback for all the trouble they are causing me?

Document this happening with cameras, gather enough evidence then contact the local news to see if they'll bring more attention to the situation, especially if they go to interview the halfway house's management or owner and they are on notice that this might end up on TV.
The halfway house may also be receiving government money. If it is, then file a complaint with that department.

Is it possible you can move? Get a ring camera so you can have footage of the daily harrassment? Carry bear mace with you (attach one to your keychain) and keep your finger on the trigger when you’re forced to pass them en route to work. Is there anyway you can alter your path to work/start leaving for work using the rear exit of your apartment?
Do you have any work pals you could ride share with (ones that can accompany you to the door of your apartment for protection/additional witness to harrassment?) Could you have friends stay with you/you stay with them until you can move?
Is it possible to work remotely a majority of the week (from friend/family member’s home?) Everytime you’re about to leave your apartment, arrange to call a friend that can stay on the line when you walk past him? Act so focused on your phone call that you don’t make eye contact with him?

Don't. Sorry OP but please don't endanger yourself just for paybavk. Keep going to the police until you land on one officer who can actually help, but otherwise please don't mess with people who may have nothing to lose.

Threaten to call probation inforcement and have the building searched. They are allowed to enter all the rooms as a probationer has to allow them access. Complain to the landlord over and over again. They do not want a bad reputation, so threaten to place a warning post in every neighborhood or town forum. Do not name names for public postings. Threaten to go to the city counsel.
