Why are people in the UK so nice, except when they are driving or football fans?

Recently returned from the UK. The people were generally very friendly, with the exception of drivers. It was surprising to see how long pedestrians often have to wait at the side of the road before being allowed to cross. It was also noticeable that drivers rarely let others turn, particularly buses.
Additionally, past experiences with football fans visiting from the UK have been negative. They frequently caused disturbances, initiated fights, and damaged property. It is difficult to reconcile these two contrasting impressions.
