It was discussed that the adage may come from fish packed into a barrel for transport so the idea was that you were going to hit a fish so long as you hit a barrel... Or you bring an M134.

If I recall correctly, the MythBusters episode showed that the shockwave from the bullet in water could take out most of the fish in the barrel without even hitting them.

Yep and it was such a lovely regardless experiment the way they did it.
