Also, look for patterns in the day of the week and time of day. That could explain the two different IP addresses. (Work vs home.)

If they used the form page at her work you should be able to get the entire web logs for that server. Request all connections from that IP from all time periods kept in their logs.

Should reveal more including very specific details about their computer, screen resolution, browser etc. Enough to actually make them unique.

You can test and learn about browser fingerprinting at AmIUnique.org

What other info did you snag beyond the IP address itself?

iplocation.io will query several IP to physical address databases and often will be accurate to a few blocks.

Without releasing details let us know if you learn more or recognize the area? Glad you got results with your sniffer tool, good job!

You can also search their IP on services such as shodan, zoomeye, censys.io might reveal further info even a public security camera if you're lucky.

On paper that might be true, but on the other hand, if you're just making posters that do not have your own name and information on them, and just putting them up all around the neighborhood there's very little that would be able to tie you to the posters, especially if you do the smart thing and make sure that while you're doing it, you wear concealing clothing. ie, a hoodie or otherwise hooded jacket with a full face concealing mask, along with long pants and gloves.

Like, at that point the guy doing the initial harassment might personally be able to link the posters to the people he's been harassing, but from a legal perspective he still wouldn't have enough evidence to actually get the law involved, especially if he's not also willing to admit to why OP and his wife might have a motive for targeting him in such a way. At that point, it's a textbook example of hearsay, meaning that there's just plain not enough evidence to go to court over it, let along convict, full stop.

This sounds off. Even with a lawyer, ISPs are not likely to reveal information about their customers without law enforcement involvement, much less provide you, the requester, with someones identity. In fact, during the Napster days, ISPs made it policy; when they get a cease and desist request, they forward a letter privately to the customer instead of handing over customer names to the requester. What you are describing is a huge customer privacy violation.

You know the proper and legal answers already, so the only serious response I would add is to sue them in civil court for all the pain and suffering, loss of potential income, and everything else you can. It needs to have a monetary value in order to win a judgment, but a real lawyer who does civil litigation will guide you. Take everything and more. This sort of bullying is not something that can be prosecuted well by our government, and we are not allowed to just string them up from the tallest tree. So the only way this behavior is discouraged is by a metaphorical scorched earth financial penalty. Then make sure the local news gets an inside scoop so it’s on everyone’s radar for a while.

Less serious recommendations: - Once you know their names and addresses report them to ICE for harboring immigrants

then report them to the ATF for selling homemade firearms and explosives. (This can be extra sad because the ATF will shoot the family dogs, so maybe see if they have a dog first)
If they have a dog, report them for animal cruelty so the animals get removed. Then do the ATF thing.
If they own their home: import termites to their yard, check for potential code violations like a shed in the back yard, report their cars as stolen, put their cars on FB marketplace with reasonable but low prices (can you get their email or FB address? That makes it more fun. If you can find a phone number, request that all calls come after 11 PM)

I got the lawyer part... hes the one who did the "Jane Doe" lawsuit. For discovery, my lawyer subpoenas the ISP that this person uses. Now that we got that they will turn over the information we need.

Go down legal routes first so you’re sure who it is in the house.

If it’s one person there, then it would be a shame if cold-callers, call back services, political and lobbying parties of all kinds got their address and number.

If there is a possibility to be one person in a household of many, I would be more cautious about doing the above as it punishes those not involved. In that case, go for all the legal routes that you can so that you can make the suffer without too much repercussions for those they love with (eg scaring the crap out of a teenager hiding behind their computer screen while at high school and living at home)
