Tuna sashimi at a buffet restaurant
The seeds are kalamansi seeds. Kalamsi is a citrus that we normally squeezed onto sashimi.

As a Japanese person, I don't think it's that strange, but that may be a bias due to the strict hygiene rules in my country. Sushi and sashimi are often seen at buffets in Japan.

It is ok. To confirm what was said abive, it was slightly soggy but it was due to the citrus juice. I didnt experience any atomach issues.

In much of the world, tuna for sushi is usually yellowfin tuna, which has bright red flesh. Bluefin tuna is much less red in color, and is considered the best tuna for sashimi, at least in Japan. I’m not saying that I know this is bluefin, just that a full color doesn’t indicate bad tuna.
