My daughter sent me this earlier today. Group of kids on e-bikes were riding inside the local indoor mall, doing wheelies and getting into it with security.

99% of people in cars follow the law with the exception of speed limits.
NYC for example has an average of 60% of cyclists running red lights. I.E. 1% of cars drivers breaking laws for the most part. While 60% of cyclists break laws.
If hyper restrictive laws result in only hyper hooligans breaking the law (sub 5%) that is a dramatic improvement.

You are also going to need to exempt fallowing stop signs, signaling turns/changes, distracted driving, intoxicated driving, fallowing red lights, road rage, giving way to a lawful movement, not blocking intersections, staying out of the bike lane, fallowing traffic lines, ETC.
If you remove the top 50 or 100 most broken rules ya 99% of drivers fallow the rules. But it's laughable that only speeding is was drivers recklessly do in significance. We as a society accept it because "mistakes happen" but cyclist seem to not get that benefit of ignorance.
One kid in NYC gets injured suddenly theres a demand of a "Clamp down" despite numerous "accidents" cars do on the daily.

The rates are actually very low.
I have never seen a driver just blatantly run a red. Squeezing a yellow and getting caught by the red? Red right before they enter the intersection? Sure. But a driver just cruising right through a red light while cross traffic has a green AND is moving? Never. Seen cyclists do it though.
I dont see a lot of it. But that's because I dont ride like an idiot.
Ive never seen someone intentionally not give way.

Seriously you are going down a list of things that are exceptional rarities. Where vehicle drivers overwhelmingly follow the law. There are genuine mistakes people make because no one is perfect. And you ascribe malice to it all.

If it was one intersection a day I would give you that but when 5 blocks in a row this happens it's not getting caught it's knowingly entering an intersection you cannot clear before the cross traffic gets right of way.
Nope they are not exceptionally rare and their hop curves to drive, park ("for just a minute") and what not in the bike lane.

No. They are not common but for some of them the best you can say is they are maybe uncommon not exceptionally rare in the US (considering my state is one of the top 5 in terms of good drivers).

25% of all cyclist do not stop for a red. That said studies show in the US and Europe that drivers and cyclist parody each other in most case for road violations.

Im not talking about the yellow or the moment of turning red.
Light turns yellow, car noses into the intersection, turns red as their driver door crosses the line.
Have the run a red? Yes. Have i started moving from my red light yet? No? Sweet. No danger to me.
Cars almost never run stale reds.
Cyclists on the other hand? Completely unpredictable. Blowing stale reds at rates of over 60% on average in Manhattan. We arent talking about squeezing a yellow and trying to pull cars squeezing yellows into the discussion is dishonest.
We are talking about a stale red light. I as cross traffic have begun to move because my light is green, I've gotten off my clutch and am rolling my throttle. In this case the likelihood of getting hit by a car running a red light is damn near 0.
Cyclists on the other hand are blowing this type of red at rates of over 60%. The majority of my injuries as a motorcycle rider come from being ejected. Not from the initial impact with the car. And guess what. If I hit s bicycle at 25? My ass is going flying.

What I can say is that if a car is stopped at a red light it will not randomly move while the light is red. Delivery drivers on mopeds will even though the pedestrian has the walk sign.

Funny thing is US DOT actually has a 90%-95% compliance acceptance rate. As in a traffic light is in good standing even if 5-10% of drivers do not fallow the red light.
Or in observed terms in some urban areas 10% of drivers end up violating the red light. Granted most if not all are ignoring the yellow warning with maybe a few actually in the dilemma zone but still we're talk either 10% of people who find it perfectly acceptable to run a red light.
But lets be honest. If a country can't demand a 99% compliance for a safe traffic light those delivery mopeds are at best 1-5% of all the red light runners.

This is a radically different experience from someone blowing a stale red. Of which cyclists in NYC (My data is from Manhattan specifically) blow stale reds at rates of 60% on average. Some lights were seeing 90% of riders ignoring the red light.
As a pedestrian, motorcycle rider, car driver, etc. If a car is squeezing through the last moments of a yellow and are in the intersection during a red. That does not endager me.
What endangers me is someone blowing through the red once traffic has begun moving. Also, to note, getting hit by a car and a bicycle is a meaningless difference for me on my motorcycle. In both occasions im getting ejected and the majority of my injuries will come from impact with the ground.
Cyclists blow stale reds. Cars almost never blow stale reds. The distinction is important. Cars blow the last moments of a red before I've even started moving. Cyclists violate my path of travel while im moving.

Why not? My point is about predictability. The whole point about traffic is predictability. The reason that mopeds are able to do that is because they're lane splitting. If 10% of cars run red lights then it's more predictable.
I'm adding a qualifier because it's unexpected and more likely to cause an accident. Cars don't lane split.
The funny thing is in VA lane splitting it's classified as reckless driving and a class 3 misdemeanor.

A kid on a completely mechanical bike is unable to travel as fast as a kid on an e-bike. The difference between someone hitting you at 10mph vs 25 is huge, and the e-bike is able to accelerate significantly faster.
The kids will be foolish regardless of if it's an e-bike or a regular one, but pretending one of them doesn't have a significantly increased capacity for harm(intentionally or accidentally) is just dishonest.

The world’s fastest scooter out of the box goes 90. Anything that can peak over 750 watts or go faster than 28 mph is not legal on the street or in any public area. It also requires registration and insurance. The only possible place to ride something like that might be a State Off Road Vehicle Park. Everything in the park has to be licensed and insured and I doubt any of those are allowed regardless.

California has always been weirdly strict with cars or ebikes or whatnot, and what youre referring to is the ebike 3 class system.
Which doesn't apply to scooters or EUCs or esk8.
For example an EUC can go a maximum of 15mph but not have operable pedals, and now its a grey area.
Either way 750 for an EUC is an Mten4 or A2 and whatnot.
Those things are nowhere near relevant to the topic at hand.
And again, the 90mph and whatnot scooters youre referring to: thousands of dollars. Before any tariff bullshit.
Kids, stupid or not, are not the ones buying that.
Which again, my point: 60mph is not a common speed. Are there people that can? Yes. Are there people who can and then are reckless? Yes.

Actually, banning e-bikes would probably be helpful if they hired guards. Guards probably have no idea about specs but it's not hard to identify a vehicle as an e-bike and tell them to get out.
I'd argue malls are one small thing and probably not the main reason regulations and licensing are coming. It's being disrespectful to pedestrians in pedestrian spaces in general that's the issue.

The law is a compromise to keep bicycles classified as e-bikes, and regulators view pedal assist as an enhancement to human effort, and the rider is more engaged when pedaling versus hitting a throttle. It also doesn't change the fact that multiple people on this subreddit have hit their throttle accidentally just bumping into it, so it is more dangerous than PAS. If you a tree branch is hanging and you go through it but the tree branch hits your handlebar the same thing could happen of accidentally activating the throttle.

And yes sure, we can all come up with wild scenarios in which having a throttle could backfire. But what if a branch fell and blocked your pedals while you were crossing an intersection? Or what if your PAS sensor broke and wasn't powering the motor correctly?

Those are false equivalences. At worst the bicycle wouldn't move. It wouldn't randomly activate the motor such that it randomly goes at 20 MPH. The scenarios you describe are not as dangerous because they would be the similar to if you randomly hit the brakes. If your motor stopped working at worst you could shift into a lower gear and pedal manually.
I'm not making up anything when multiple people on this subreddit have hit their throttle accidentally.

The law is a compromise to keep bicycles classified as e-bikes, and regulators view pedal assist as an enhancement to human effort, and the rider is more engaged when pedaling versus hitting a throttle.
It also doesn't change the fact that multiple people on this subreddit have hit their throttle accidentally just bumping into it, so it is more dangerous than PAS. If a tree branch is hanging and you go through it but the tree branch hits your handlebar the same thing could happen of accidentally activating the throttle.
Meanwhile, since I don't have a throttle, I can go through hanging tree branches no problem. You might not be able to go around at the time if you're in a bike lane and there are a lot of cars on the road.

I know some eBike manufacturers say people below a certain age (kids and young teens) shouldn’t be driving their eBikes. I think age restrictions should be enforced by law enforcement. They should also enforce speed limits where it is a multi-use path or trail or just when pedestrians are present. They should also not allow the ass-hattery happening in that video. Well I believe we consider around 750 watts is equivalent to 1hp.. And I think anything below 49cc Is rated for 1.2 horsepower..
This way they can follow based on age range regarding registration for scooters. Usually around 16 years old here.. which means it's more of a green light to impound such bikes without red tape. Especially if it's a count of asshattery. I mean yes I may ride illegally. But I am ridding so considerate, Even the cops in my community don't care. Even though they have impound others equivalent and the same model as mine (due to kids driving recklessly).. It's pretty much just don't cause trouble. But as teens most people want to be rebellis..

It’s the speed. That’s obviously the issue. Gas Motorized bikes usually are limited by speed which can be closely determined by engine displace and power. Must have pedals and at least two wheels. The motor is classified as a pedal assist.
Oddly enough in my state a high powered unicycle would not be covered by the law.
We all knew this was coming. it’s just that current legislation describes gas engines for classification.

There isn’t really a simple conversion between cc and hp. CC refers to volume (fuel) and HP is power output. CC varies based on the engine stroke. A 50cc motor, usually a 2 stroke engine, is typically 3 or more HP (depending on other factors with the engine). Please know, I’m not trying to be rude or disrespectful. I just wanted to clarify. In most places, a bike between 750/1500w and 3000w is considered a moped. Its pretty easy to get a plate for them if they have signals and lights. But in my state a moped requires a motorcycle license. Most people dont want to bother, and most of the bikes above 1500w are also above 3000.

My issue is the fact that you cannot register as a moped. Mainly because it's not a manufacturer vehicle. And it's on a bicycle frame. So there's no way to register over here a bicycle as a motorized vehicle...
I'm just thinking if they did go down that route of making it legally classified as one. Then they should have ways to have a door open so people can come in with their bikes and register them as vehicles. Might sound like a bad thing to classify them within higher constraints and laws. The more regulated they are the fewer people will have them is the argument. And people will understand they may lose the privilege. My city has a designated bicycle path running alongside a designated pedestrian path, both have signs and pavement markings to designate which is which. The bicycle path has become incredibly popular with joggers who don't want to use the designated pedestrian path and seem to really hate it when people on bikes try to pass their groups that take up the full width of the bicycle path. You'll be coming along on the right side of the bike path and here's 8 joggers side by side across the whole bike path and who refuse to move to let you pass.

Has nobody seen the packs of unregistered dirt bikes and atvs taking over DC and S FL freeways? Does requiring license and registration deter that unlawfulness? NO. So why would it deter this deviant behavior? It won’t. On a tandem bike my wife and I can hit 25mph easily and fairly quickly. Road cyclists can too and then some on flat roads. Class 3 e-bikes hit 28 and should be left alone. Electric “bikes” such as these dirt bikes /motorcycles pretending to be e-bikes by adding on pedals that exceed 28mph are mopeds at best and electric motorcycles at worst and should have different requirements such as registration and possible licensing and insurance. But don’t taint legit e-bikes with ahole kids getting off on breaking existing laws and demanding additional non needed laws that make law abiding e-bikes harder to ride.

It's also way too easy to remove the limiters on these ebikes, pushing them wayyyy passed the regulated speeds. The codes in the manual on most bikes, or you can google it, or email the manufacturer for it. It's illegal to remove the limiter here because a class 2 ebike can only go a certain speed etc... they're so dangerous if you max out the speed, especially for a little kid riding without a helmet, you can hit 60 mph in those things, where one rock cash flick your wheel out, send you flying, and straight to the hospital.

E-bikes are already regulated in Europe. Any bike that exceeds a power output of 250W or continues to deliver power above 25km/h or when the pedals are not spinning, is classed as a moped/motorbike and requires a license.

Ebikes are insanely popular by me. Everyone uses them from kids to elderly people. Just kinda blew up out of nowhere in the past 2 years. Teenagers are gonna ruin it for everyone. Constant hordes of teens doing wheelies through parking lots and down sidewalks and riding in traffic. They act like they're real motorcycles and ride through traffic in packs. Not the bike lane. They're straight up in the lanes with the rest of the cars.
Im not sure what regulation can actually work but I've noticed it's specifically Surrons and other electric dirtbikes (just like in this video). I rarely, if ever, see this stuff happening with standard pedal ebikes. There's a distinct behavior difference between those using Surrons and those using pedal bikes.
Don't get me wrong; I don't have any issues with fast ebikes. Mine is fast. Its 2200w. The difference, however, is I'm not stupid with it. Hell, I see other people, some young and some old, with high power pedal bikes and they don't do this shit either. The whole thing is gonna get ruined by some dipshit teenagers with rich parents.

Ehh it’s basically the Wild West out there now though, I think it’s time for more rules. That goes for electric scooters too. I genuinely can go for a 15 minute walk any day there’s warm weather now and come within 1 foot of 15+ <10 year olds (sometimes they literally look to be 6 or 7 years old) flying by me on the sidewalk on electric scooters or e-bikes. These things need to be regulated and people need to have their scooters/bikes taken away/impounded the same way someone on a motorcycle or in a car would. These things aren’t the same as regular bicycles at all. They’re far heavier and far faster+accelerate quicker, and even worse is that it takes no experience to get to that top speed. You can give a 10 year old an e-bike and he will be flying around at top speed through a residential neighbourhood within 10 minutes of getting the bike. To get anywhere near speeds like that on a conventional bike you need years of experience and learning how to ride safely or you’ll ween yourself out of the riding population by getting hurt.

I agree that the issue is children recklessly riding electric vehicles they aren't experienced enough to safely ride in public. It's hard to regulate the sale to minors because they are mainly bought by unsuspecting parents who dont understand how powerful they are. Conversely, I rode behind a lycra wearing older dude on a regular bike who wanted to whip by people on a populated trail through town without a word or bell. So I fell in right behind him and chimmed my bell each time he went to pass anyone. Bicycles depend on the rider, whether there's a battery or not.
Circling back to my original point, I wish the existing rules were better enforced. These kids should be stopped and their bikes confiscated because they are already breaking existing laws/rules. New regulations won't stops these kids if no one is going to enforce anything.

This is not why regulations will occur. Kids have been bringing their toys into malls since malls existed. It’s been regular bikes, skateboards, scooters, etc. None of those have regulations in place, besides maybe a helmet law.
The reason e-bikes will be regulated is because they are capable of going incredibly fast.
E-scooters will also be regulated but not because kids started bringing scooters into malls 20 years ago.

Like so many laws, this will accomplish nothing. The reason they want to regulate them is because they give riders a certain freedom in that it's really really hard for a cop to catch someone on an e-bike. That's one of the reasons so many shady types are drawn to riding them. License them, regulate them, and it's going to be exactly 0.0% easier for a cop to catch someone who's riding an e-bike. The mayhem that's going on that's making people call for licensing them will continue.

This isn’t an e-bike issue…at least not this one. This is lack of enforcing no bikes, electric or otherwise, into the mall. Before e-bikes, malls near me did not allow anything with wheels into a mall other than walkers and wheelchairs. Same should apply here.
