Was it cooked while frozen after being treated with massive amounts of carbon monoxide?
That's about the only way I can explain how it's so rare in the middle of such a thin cut of meat while also being so incredibly red at the same time (since CO causes the meat to become extra red).

Some types of meat, like tournedos, are much better if they are cooked like that.
That kind of cut is tasty as fuck even raw so I don't see the problem here. (With the meat I mean, the rest is fucking stupid indeed)
