How do I trade in my Prius AND a gifted Accord in to get an SUV?

I have a 2010 Prius w/ 95k miles on it. It's paid off. I live in NYC.
My brother-in-law's mother passed in December. Because we have an incredible relationship, he wants to pass along to me his mother's car to me. It's a 2022 Accord Sport w/ approx 8k miles on it. He lives in Chicago.
I want to buy an SUV that preferably has a 6000lb GVWR as I plan on using this more than 50% for business.
WHAT IS THE MOVE HERE? Do I have to pay sales tax for the Accord? What's mine and his procedure? Do we each just sell our cars privately or through a platform, can he send me that large amount of money as a gift? From what I understand (maybe I'm wrong) a dealership will only allow trade in(s) to apply to 70% of value to the car you're newly purchasing?
I know the Section 179 tax deduction is around $31k for vehicles over 6000lb GVWR and about $12k for cars under 6000lbs GVWR.
I understand this might be more of an accounting/tax question.
Point is, I'm open to anything

For sales tax purposes, any vehicle that you are trading in can be used to offset the taxable amount of the purchase. That means your brother-in-law can give the dealership the car as part of the trade-in value to reduce your purchase price and the tax owed on that vehicle. However, your brother-in-law may be liable for gift tax if the value of the car is above $19,000, otherwise there is no issue with him gifting the vehicle through the trade-in. Illinois has removed the $10,000 cap on trade-in deduction as of 2022. More information on the trade-in deduction can be found here and here.
The play to reduce the sales tax is to have the dealer take both in on trade against the vehicle that you are purchasing. If you sell either/both cars, you owe sales tax on the full purchase price of the vehicle. However, there may be some hoops to just through with the title on the brother-in-law's mother's car if it is still titled in her name. BIL may need to transfer title first to their name, then do the exchange. Do not transfer to your name or you would owe use tax on the transfer. If BIL is transferring from his parent to BIL, then there should be no tax due because it is a sale/transfer from parent to child.

They both would need to be titled in your name, then go ask the dealer. Sales tax on a gift depends on state laws.
You're almost always better off selling private party vs trading in. The downside is time/hassle, but at least in the 2022 youre not going to be dealing with a bunch of weirdos trying to lowball you like you would with a sub $5k car
