The street is public property and although a car is blocking use of private property, it still requires a police citation.
No different than a car broken down on the side of the road. A tow truck cannot just tow a vehicle without a police citation unless the offending vehicle has entered private property and driven past clearly posted signs of the contracted tow company at all entrances of the private property.
You might not like it, but those are facts. Cops need to do their job here because a tow truck won’t take a car otherwise.

Buy some 6mm ball bearings and some valve stem caps. Glue/super glue the ball bearings to the inside of the cap and then replace the offending car's caps with these rigged ones. The tires will lose air at a slow rate. Hopefully, the driver doesn't figure it out for a while and has to reinflate his tires a few times.

My driveway gets blocked all the time. I take a piece of printer paper and write a nice note then spray the back of the paper with 3M Super 77 spray adhesive. Then place it on their windshield on the drivers side dead center. This will not come off easy. With adhesive remover takes about 15 minutes to get off. Without, hours to remove.

What you have to watch out for, with all these suggestions (mine would have been ramming potatoes down the tailpipe or expanding foam - car will stall soon after driving off) - is cars having cameras that record around the car even when stationary. Especially Teslas. Then the owner could actually report you for criminal damage which is worse than parking violation.

I am surprised your local police or whoever enforces parking aren't interested. Wouldn't there be some parking fines for them to collect?

Could you call the police or fire brigade and say that your partner is feeling suddenly unwell and you want to take them to hospital, but there is a car blocking your drive?

We have tried the police option unfortunately our police force is overwhelmed with larger issues in the community and can take a few hours to get to it at which point it’s too late.

The council rangers also stop work at 5pm and this occurs from 5pm which is super convenient and they are set hours with no over time I was advised.

Love the tow truck idea, but here's how you get some petty revenge. You're going to need a BUNCH of glitter. Each time a car blocks a driveway, go up and pour a dram of glitter into their air intake (the little vent between the windshield and hood). Then, when they get in their car to leave, turn on the A/C or Heat (depending on weather) they'll get a face full of glitter from their interior vents. It will also get all over the interior of their car, resulting in them trying to get rid of glitter for the rest of the car's life.

I'll tell you a story. I worked at an airport. I rode a (small) motorcycle to work, and parked in the public parking garage near Central Plant, as we were supposed to do.

Some joker in a BMW parked his car in the same parking stall as my bike, blocking me in. He literally moved my bike all the way to the back of the parking stall, parked crosswise across the stall, to give his car more room. Even then the car was sticking out into the roadway.

No problem, I went and got a pallet jack, jacked the car up, rolled it over to an exit lane that was just about as wide as the car was long, with high cement curbs, and placed the car crosswise in that lane.

Now the car was blocking traffic, and was stuck with front and back ends facing those curbs.

I rode home. The next day, I heard that the driver attempted to drive over the curb, got high-centered, and had to call a tow truck.

Now, I'm not suggesting you buy or rent a pallet jack and organize all the offending vehicles into an untangleable traffic jam down the road a ways, but it'd sure be funny if you did.

I use my garage as a woodshop, maybe OP does also. Sometimes, I use my woodshop to apply oil-based paint to projects with a paint sprayer. Paint sprayers are notorious for "overspray," which only effects items that are sitting right behind the item you are painting. I only use the paint sprayer in my driveway. Typically, a spray job can be finished, including set-up, painting, and putting all the gear away, in far less time than the typical children's football practice takes.

When the shitty parker loses their shit, deny any and all knowledge, and suggest that the paint could have come from anywhere that the owner illegally parked their vehicle, perhaps in front of a body shop, or an art studio. Suggest that perhaps the parker was out creating graffiti and oversprayed his own car, after all, we know he's a scofflaw just from his parking habits.

Ok so here’s something you can do. Buy a bunch of those caps for the tire air valve. Then get a bag of airsoft BBs and glue a BB into each valve cap. Then just go around replacing the offenders cap with yours. The BB will depress the valve slowly letting air Don’t tighten too much or it might keep the air in. No harm done but it will likely take a while before being discovered. On a side note you could get a bag of marbles and insert a few into each tail pipe. I recently had a rattling in my muffler that I thought was a marble or a nut. It would rattle and rice me nuts. Took the car to a mechanic who discovered it was an internal part of the muffler that had broken free. But nowI have ideas on how to annoy people😂🤣

Report every time and take pictures to prove they are not only in front of driveways, but obstructing exiting. Also towing companies may be able to tow without police intervention if it’s your property. Worth an ask.

Other options are put out a bunch of bird seed under the cars. Put shit water (or crushed mothballs) in the vent below the windshield. Potatoes in tailpipes. Pepper spray under door handles (but recommend only the drivers side). Toothpaste in door locks (if they still use those). Remove a valve stem cover, superglue a bb inside, replace tightly (slow leak but no damage). Jack up their car and get some under tire roller carts to move it around. Most of these are technically illegal but petty enough to probably not enforce. Also make sure your neighbors don’t have door cameras aimed at the car you’re effing with.

Or you could just go straight illegal, break shit and leave a note to park elsewhere, but that’s another thread. I’d go for drivers side window or pop two opposite corner tires.

When this happens to a couple of cars, word will get around that cars are being broken into.

Order “bird spikes” on Amazon and place 1 behind and in front of two tires for every car that is doing this. Make sure to clean them up after so you and your neighbors to fall victim to them.

Break their windows and start tossing trash in the car (you may not even have to break their windows- people forget to lock their cars all the time), it is amazing how some rotten veg and a spilled can of tuna/sardines can motivate people to avoid shitty behavior.

Dump a bucket of paint on their windshields.

Block them in and refuse to move your car until they pay the posted $500 parking fee (make a sign, stick it in the ground).

Boot their car. Call the police. In the UK (which it sounds like you are) if you're blocked getting off your driveway (off only, not on..) they can come and remove the vehicle. Especially if it is urgent that you need to leave. The owner will get a big ticket / fine also!

Obviously this depends how available your police are. It also draws attention if nothing happens and then randomly the cars blocking 6our driveway suddenly get loads of birdseed and bread dumped around to attract birds, piss discs are flung / squirted from water guns, or some young rapscallion puts sugar in the fuel tank

We have tried all conventional methods speaking with the club president, the police, the local council and it still occurs every day.

The "local council"?
Is that an elected position? IF so you found the Achilles heel. Let this politician know that you, your family, your neighbors and your friends will be voting against him/her because of this and make sure you neighbors and friends let him/her know as well. The pol wants to be reelected and probably wants to move up to a higher position and having a group of local voters letting him know he has lost their votes to his opponent will do wonders.
