I mean sort of yes, but now the relationships have improved a lot. All border issues are sorted out, recently even the direct flights between the countries were reopened. It's not like we've been hating each other for hundreds of years, these conflicts are purely because of horrible borders created by the USSR (tbf no one expected them to be international borders when they were created back then). Yes, a year ago, amidst conflict most of Tajiks and Kyrgyz would say that they hate each other, but right now the general consensus in public is "let's just forget that, move on and live in peace".
