Delays at PHL this morning?

We’ve been taxiing around PHL on American Eagle for an hr and a half. Finally nearing departure. Any idea what’s causing the long delays?

Traffic management unit. They're air traffic controllers that handle time slots and edcts. Whenever you hear a pilot say "we have a takeoff time at 15 past the hour". It was directed by TMU. They don't work a radar scope or anything. Just a computer.
