Yes, the use of bags (don’t have to be black) is specified on the council’s website.

Only a "should" though. I put all kinds of stuff in my black bin unbagged, that would be ridiculous to bag up. I suspect they just want to avoid stuff spreading all over the place should a bin tip over.

As you have your answer here, I thought I'd come too add..
If you get a recycling wheelie at some point. That one specifically cannot have bags of any description. Bin bags and carrier bags get stuck in the recycling conveyor belts and costs alot in stalled processing.
That said, I've worked in the mk recycling centre and the amount of shit that people attempt to recycle is astonishing. You'd think bags were the least of the worries.

I feel this is the fault of the manfacturers, like the plastic type symbol being near identical to the recycle symbol despite only three types being recyclable.

This is interesting. I have a separate bin in the kitchen for the plastics and glass bin. Everything goes in there and it’s taken out to the wheelie when it’s full.
Mainly because I ain’t walking every glass bottle and plastic food container out the back when I use it. I ain’t that desperate for my steps.

I usually have a mixture of black bags (from kitchen) and just random stuff I’ll chuck in there amongst the black bags e.g if I’m throwing stuff away from the garden; and never had issues. So basically - no you don’t need to.
