This handguard uses 4 screws to clamp on to the barrel nut. There is not other retention method than the friction created by the 4 screws. If they loosen the handguard, it could pull straight off the barrel nut.
The new shim is similar to the shim in a Midwest Industries handguard.

Most handguards will pull off if the screws loosen. If properly torqued, that is a super-dooper rare event. The more important issue is whether it has an anti-rotation feature.

I have had one of mine walk off the barrel nut even with all 4 clamp screws properly torqued. This new shim does nothing for anti-rotation. The barrel nut has two 360 degree grooves machined (all the way around the circumference) towards the muzzle end. The new shim interfaces with these grooves to prevent the handguard from pulling off (if the screws loosen) or walking off under recoil. I am running 7 of these handguards. 3 are newer and marked "low pro rail" and 4 are older marked "low pro rigid". The new shim is only compatible with the ones marked "low pro rail". Two of mine marked "low pro rigid" tried to address this with a set screw that installs on the shooters right hand side.

The only way any decent quality handguard will “pull right off” is if the dope who installed it failed to use the recommended amount of torque on the screws. Don’t be that dope.

Anyone know if this clears the threads on a 9" .22lr barrel?

Might be a little long for the 9" barrel. For reference, my cmmg 9" 22lr barrel is 7-7/16" from receiver to the shoulder before the threads. I run it with a BCM MCMR 7 and it's pretty close to flush with a suppressor. https://imgur.com/a/o636FRj

8.6 inches will be the total length of the rail, including the section that goes over the barrel nut. There is a very high likelihood that this will clear no problem.
For my 13.7/13.9 barrel, I use the 12.5" and it's perfect. About a 1/2 to 3/4 of an inch of barrel before the muzzle device.

the dedicated 22AR barrels (like CMMG, RTB, Borebuddy) have ~1.6in of barrel inside the upper, so I think threads would be inside this handguard
