Then why did Putin say he didn't care if Finland and Sweden join NATO?

Putin will be able to force a peace on Ukraine but NATO isn't on the table. The repercussions of NATO failing to defeat Russia will force NATO to change, but that change won't be directed by Putin. NATO seems to want another cold war.
