Should this be open?
Brake chamber on the other side is open as well. What is it for?

I check the spring inside any cans that have those hanging out. Sometimes a tow truck driver leaves em out.. but sometimes not. Lots of times the spring is broke in there. If im responsible for the truck i plug those holes so water, salt and such cant get in.

That’s the hole for the caging bolt. You’re right, it should have the plug in it if it’s not in use. Keeps the crud out of the brake pot.

Safety wise no worries, but if you're getting inspected this might be a cue for the DOT official to look harder at other shit and probably ~~make up~~ find some violations, so it's a good idea to keep them closed.
