I got a new gig driving dump trk everything is in great condition besides the front steer is that a blowout risk? I'm only going local 20 minutes one way 10 minutes the other back and forth all day.

Any damage on the side walls of the tires is a major defect, and you could get a ticket for that, and that ticket would be written out to the driver. Chances of it blowing might be low, but it's still a violation and if there is a chance of it blowing why risk your life or others. If that was a drive tire it would be different and not pose such a risk, although it would still be a violation.

If the company is refusing to take action on it, I would do the same. There are lots of gravel hauling/ construction jobs out there, you'll find a good one eventually.

JK. That is a deep gouge and I bet that plies are visible from a different angle. There’s just no way, OP, remove & replace. Please don’t be foolish and drive on that carcass. It is DOA and if you’re not careful you might be DOA soon too. Your life is worth more than the price of a tire (to say nothing of the lives of others around you).

The only difference will be how far from base you will be when it fails. If you're driving 10-14 hours a day, that is the time the tires are getting. Unsafe is unsafe.
