My neighbors, who are renters, their dogs bark constantly, they leave their windows open in their house and their dogs bark at the open window constantly so it’s all I hear when they’re gone. They smoke weed inside and it seeps into my side (I live in a duplex)

I tried one of those ultrasonic bark deterrent things for the backyard and it didn’t work

I’ve already complained and I’m wondering if there’s a way I can make it look like another neighbor complained as well? I just need to get them in trouble somehow
