Every student must study in another country for at least one year from K-12, and then at least one year in college (undergrad/grad/PhD) if they go to college. This would really help people explore the world even if they are still using the same language, right? People can apply by themselves or get assigned. Poor students will have their expenses covered, but they'll attend a mediocre public school in a random country.
