I am pretty sure non edible is done to pass around the law. Many Asian countries when they ship their regional product outside of their country so that. Algeria does it with their tahini paste when they ship it to France , so does India with some of their regional stuff.

I mean people legally dont buy it for edible but we all know what they do.

Here in UK many Indians do that for some foods. Basically say its not edible in paper its meant for something else, but when bought by the user its used as a food. I thought it was known by most? Many European countries ban certain foods but if bought as not edible item it can bypass that law.
