The rest of the build will have a 5070 and either 64 or 128GB of ram. But I'm curious if a "gaming" CPU is best or most likely a workhorse type of CPU?

im guessing you don't mean literally 4000 tabs, but even if its 10% of that, you aren't going to use them all in the same day, or month even. sonid strongly recommend offloading them to some bookmarks / todo / readlater solution

9950x is much better for productivity, 9800x3d is much better for gaming, so real issue is what are you using the pc for?
128GB will likely not give you any real benefit over 64GB in terms of having multiple chrome tabs open.

gaming and having some chrome tabs open does not mean you need a work grade cpu.
any gaming cpu is fine and enough ram for your tabs....

I'd assume that 3999 of those tabs just get cached, so it doesn't matter
