Seeing as how the feds aren't going to use the tax dollars from the states for disaster relief, it is time for the states to start planning and saving.
A good start would be to withhold federal taxes and keep them for the tax payers in their own state. There is no reason for CA to pay for flood relief in Kentucky when they have their own wildfires to deal with.

They can’t, the feds are taking it right out of our checks. The states aren’t involved in collecting our federal income taxes - we would have to co-opt all of the payroll systems to redirect the funds at their level. Pass a law that all income taxes are redirected to the state, I don’t know.

That is not correct. Your companies payroll department/person is the one responsible for sending your federal income taxes to the feds. They are also the ones responsible for sending your state tax money in and for paying your Unemployment insurance and FICA taxes.
If they fail to do this for you, all of those entities will expect YOU to come up with the shortfall because they never got the money.
The money doesn't automatically go to the feds, someone has to push a button to make it happen. That same person could stop pushing the button if directed to do so.

This has only been an issue since Donald Trump became President. It's not "the feds" -- it's Donald Trump specifically and Republicans generally. I'm sure if your state pledges fealty to the King it may get some dough, once.

The whole point of FEMA is you can recover from disasters using a larger risk pool (the whole country instead of one state) and using the sterling credit of US Treasuries.

My guess is insurance companies will deny more claims now that it's a more industry-friendly administration. I just think back to Hurricane Katrina and how many flood claims got denied due to shady insurance practices due to not wanting to decimate their bottom line by actually paying claims.

Here's what's going to happen:
The administration is going to point to the failed government weather service (that has defunded) for missing important lead-times on whatever storm devastates the gulf coast next. This will be used as an excuse to eliminate that weather service and privatize it. The result will be a weather service that is loaded with ads, more expensive, and that does not come close to what the old government weather service provided. Americans will cheer this on as a progress.

It'll happen. Give it a few months once the season starts. There won't be an El Niño/Niña to create wind shear to slow them down, and our oceans continue to get hotter and hotter, fueling stronger and stronger hurricanes to the point where I wouldn't be surprised if one of these red states gets hit by the first Cat 6 hurricane.

The hurricane preppers already know. Check up on your neighbors especially the elderly.
Flotation devices, water, non perishables are crucial. Hats and sunscreen! Ontop of dealing with a hurricane, you dont want to deal with the hot sun if you end up stranded outside. Ibuprofane, med kit in general.
Waterproof shoes/ boots. Rain coats, ponchos. Bagnof dry clothes.

This all comes goes to logistics and money. Do they have supplies, support, people on call that can be boots on the ground? Do you have more than you think you will need? That's how I would plan.
Personally: Have a go bag. Have food you don't need to heat to eat. Have medical supplies you can use until you can get to help.
