From a Bengali news article featuring it: "Workshop mechanic Golam Mostafa has put up a small boat like a Biman in Banaripara, Barisal. The boat that looks like a Biman has been tied up in various local rivers and canals for several months. It has been named Subarna Express-2." "Biman" is apparently slang for the Bangladeshi national airline and from the crude translation the modification costed about 570 USD equivalent. Definitely not military just a backyard inventor making an imitation.
