Wrong think on the internet and your gov ID takes a -10 damage hit and no longer gives access to to public buildings or allows spending your slave wage$doge at trendy establishments. God forbid you protest workers rights. Full blown frozen $doge until you complete reeducation camp on your vacation in Greenland.
What is the crazy part here is that none of this is even remotely out of the question. It is in fact what they are projecting.

Nothing, it's just another dotcom bubble filled with hype to pump stock prices and shake down investors while AI companies continue to lose money. Very little real advancement has happened in the last 5 years in the field in reality.

No connection to the net? AI currently accesses the internet. That's exactly my point though.. if say US and EU decline to give access to the Internet to their AIs but then another state gives access to theirs.. that puts the US and EU at greater risk.

What would AI be used for if we were not tied to the net? It could not surveil us, central digital currency would not exist, DOGE could not have damaged the fed, etc I understand that this suggestion is extreme yet it is an actual attempt to start thinking outside of the net box

Countries WILL give AI control to combat platforms because they will need to in order to compete. Ideally, sure.. if you could prevent it from happening. But that's not going to happen before it's too late (assuming AGI leads to ASI, etc)
Look up AlphaGo/zero and look up move.. 37? They literally thought it was malfunctioning because they couldn't understand the strategy. You can't think up the ways to control these things if super intelligence is achieved.
I mean, maybe.. maybe AI hits it's limits soon or any other scenario plays out but I don't think what you're suggesting is possible/realistic so.. then what?

From what I've read elsewhere, they're basically being told that the race for the best AI is the race for nukes 2.0. It sucks, but we're locked in to pushing it as far and as fast as possible.
Slowing it at all means you risk being fully subjugated by whoever gets there first.
