Have done lots and lots of hiring over my career... My 2 cents, eliminate skills section altogether unless you feel like one or more of those skills sets you far above the competition and needs to be explicitly written out. "references available upon request" is antiquated. Hiring managers know you'll have references if they request them, either include them by default, or delete it. Listing the titles you're interested isn't necessary because you're applying for a job and you'll get whatever title they want to give you. Places where you mention decreasing costs, try to ballpark a number. Saying you were responsible for shrinking costs of upkeep, is less attractive than saying that you were responsible for implementing changes or practices that resulted in annual savings of $10K.
