Just Eat covers the cost with the takeaway to encourage you to use the app that one time and you then use it again later that week/month for another thing. It's just marketing. The expected cost would be tiny as most people would either ignore the promotion or forget it's there so when it's finished they've got someone to use the app later on and the business is happy with Just Eat for sending someone along to willingly pay the inflated cost.
