A flour tortilla technically does make it a burrito, but the use of only cheese has me leaning “enchilada.” I may go so far as to say “cheese burritos” don’t exist. And adding more pieces of flour tortilla doesn’t really change anything, imo. That said, I’d eat it…whatever it is :)
