shouldnt cost anywhere near 600 especially since i would assume those parts are used based off how old they are. this would be an f tier build for 600. prebuilts are offering much better value brand new for 600 thats how you know its not even worth thinking about.

I'm going to check out some of these pre builds. I'm up in canada so it's a bit pricier up here, but my budget is around 2000

2000 cad would be 1,440.35 usd, that can get you something pretty nice. but still these 2 options you shared are not worth purchasing, 1st one is basically E waste unless you already happened to have bought it years upon years ago or if you find it for just absolutely dirt cheap. the gtx 1080 ti, him claiming thats new is so dishonest, its an 8 year old gpu in mind and is losing support from nvidia, based off how he used the 1080 ti it easily could not have much usage left on it. gpus only last so long, but im 100 percent certain if these are the options you are finding at these prices, then a prebuilt is no doubt the way to go.

No. Thats a decade old CPU and nowhere near worth $600
Y myself used a 4790K until recently. The cpu is good enough for normal work but i dont recommend it at all for gaming, specially for a $600 build.
A build with that cpu and a 580 id buy it for around $200-$250 (and pc prices in my country are fucked, even in the used market)
For $600 id look for something like an AMD 5600 or even a 3600 and both will be massively better than the old i7
