Is the Ryzen 5 8400F really that good

Hi guys, I recently saw a YouTuber claiming that the Ryzen 5 8400F outperforms the i5-12400F, i5-13400F, and i5-14400F in both gaming and rendering by around 20%.
Is this true, or is there something I’m missing here?
I’ve looked into the specs and, to me, it doesn’t seem like that CPU should perform that well. Here’s why:
The Ryzen 5 8400F is a 6C/12T CPU with 16MB of L3 cache and 6MB of L2 cache, running at 4.7GHz across all cores.
On the other hand, the i5-13400F (for example) is a 10C (6P/4E) / 16T CPU with 20MB of L3 cache and 9.5MB of L2 cache, with 4.1GHz on the P cores and 3.3GHz on the E cores.
Also, the YouTuber mentioned an “upgrade path,” recommending AM5, but considering how disappointing previous Ryzen 8000/9000 series CPUs were and suggesting an A620 motherboard (which doesn’t really support upgrades past a certain point), I’m skeptical.
So, is the Ryzen 5 8400F really as good as they say, or is it more like a downclocked Ryzen 5 7600 with less cache and some cost-cutting decisions (like low-quality thermal paste instead of solder) to make it feel like a “broken” Ryzen 7 5700 APU without iGPU?
As I saw no trusted website like techpowerup reviewed that CPU so is really that good

no it is about equal to them maybe a bit behind the 13400f and 14400f in gaming and behind all except maybe the 12400f in rendering.
also I would get 7400f which is faster than the 8400f and closer to the 7600

To add on to this the 8400f has 50% less l3 cache than the 7000 series equivalent so you will get much worse 1%lows and stuttering

7400f is better than 8400f and according to this video 7400f is equal to 12400f
