I'm going to guess that 'o' and 'r' mean Openreach, ie telecoms duct under the pavement. There might be a blockage there they have to dig up so they can put some shiny new fibre optics through and give you faster internet.
Judging by the size and shape it might be dropping a small chamber onto an existing duct. Normally we mark blockages with an X in yellow or orange with an arrow of the direction you roses the blockage from.
Although looking at the image there might be more paint out of frame showing an arrow, in which case, yes, blockage.
