Trying to find a great bike for 15 yr old son

Hi all! I’ve been following this thread for a while, but I’m about to pull the trigger and I’m just hoping to get any advice that might deter or inspire me in one direction or the other.
My son is 15 years old and is obsessed with ebikes. He currently has a Rad Rover 6+ and likes it but really wants a motobike. His bike is about two years old and he’s put over 3000 miles on it. he saved up some money and we’re going to contribute a little bit as well and get him a new bike.
We want something that’s great quality and is going to last through the rest of high school and maybe allow him to take it to college. Right now we’re leaning on the ghost cat F3X… but the problem with that is it appears there’s only two settings, the one that lets him go 20 miles an hour and then an unlocked setting that goes 35+. Neither of those are ideal. We want him to go a bit faster than 20 but no faster than 30. Most of his friends have bikes that go around 25 to 28.
We live in an extremely hilly area and so I really like the torque on the ghost cat. I’m just not sure if there are other options that might be better for him. Of course he really wants a talaria or Suron, but that is an absolute no.
Any suggestions?
Oh and before I forget, my son is on the big side. He’s 6’2” and 165 pounds.

Kids can severely hurt themselves or others on a e bike, so unless you want to risk being liable for damages to others or deal with injuries in the event they lose control or a driver doesn’t see them… I’d let them stock to regular bikes

Your son is probably a responsible kid, but there was a post here a few months back asking what they can do because their child got a ticket for driving an illegal motorcycle because they were on a surron… but maybe that’s not a problem where you live. Either way I would search for a street legal fat tire E bike like super 73 or ridstar q20 mini/lite

Do you understand your liabilities if he is involved in a crash or just gets a ticket for riding an unlicensed motor vehicle? The Ghost Cat F3X almost certainly requires a driver license and registration to be ridden on public roads in the US. Also most college campuses wouldn’t allow them on bicycle racks (as it’s not legally an electric bicycle in the US).

The reason that a lot of ebikes cap at 20MPH is because the law in most places set that as the maximum.

Check out Tailhappytv on YouTube, the guy reviews a zillion e-bikes of all types. Also, a similar bike to the Ghostcat is a Goat Power Bike, it has three settings and the second setting tops out in the low 30’s. Lots of torque and power for hills. Also able to upgrade as needed.
