It's likely a cheap stopgap measure to combat drones, that cannon is likely far more effective than any heavy machine gun you would typically see on a technical to protect against drones. That said, couldn't they have gotten a flatbed truck without the railings? Maybe there's some purpose to it?

I'm guessing it's to counter drones, otherwise there's not much point in having such a weapon on such a platform. Covering it up is a good idea, but the rail guards block line of fire.
