my wheel is buckled, is this still ok to ride?

No way of knowing if there’s an issue unless you remove the tire and spin the bare rim…

(1) I would check to make sure that the tire is seated evenly in the wheel.
(2) Many wheels and tires are not perfectly round so some wobble is acceptable.
(3) When riding the bike does it feel like it's rolling smooth or do you feel the wobble?
(4) If you feel the wobble I would definitely take it to a bike shop and have them look at it because it could be a safety concern.

i cant feel it while riding and i can do wheelies yet it still does great and it seems to fit in the rim fine

Yeah, just ensure the spokes are all at same tension and if so shes probably good. Tires can sit odd on them. I actually spritz some soapy water on the rim as I fit the tube and tire and roll it around half inflated for a bit then about a mile at 3/4 inflation before fully inflating. Tends to do this way less.

That does not look buckled to me. You might take it to a shop and have it checked and trued, but I’ve seen bikes straight from the factory with more wobble than that in one or both wheels. It wouldn’t hurt to check the tension on the spokes just to make sure none are too loose. To me, buckled means a rim that is bent so far out of round that it can’t be trued straight.
