I would say it def doesnt exist in all of Europe not just in Balkans. A lot of people are arrested for "hate speech" when in reality its just speech the politcal party in power doesnt like.

Depends on how you define free speech. In the most common form "freedom of speech is not freedom of consequence" means that every country on the planet has free speech, even North Korea. You can say anything you want, but that doesn't release you from the consequences. It's only a matter of how much can be said without consequence, so I'd personally say that no one has free speech. We just have "limited speech".

It should be without consequence people should express themselves without fear of retaliation and censhorship according to UN bill of rights
But you are also right when you say that we only have limited speech because governments and Institutions dont give a fuck about rights if it involves them.

There's no such thing as free speech, those in power will always censor their opposition, that's why we should have countries for different types of ethnicities, religions, political ideologies or races... better than turning the whole world into a melting pot copy paste.

It's the truth. When I go to Netherlands I want to see dutch people and their dutch culture not Africans, Asians or other Europeans (yes I include my people as well before you try a gotcha moment, they should be in Romania, that's why we have our own country).

People don't live somewhere for other people's amusement.
They live there because they have a right to a good life and the ability to make it so. I don't care if people from abroad come here, because they do not subtract from Dutch culture, but add to it.

I understand what you say, but it’s not black or white. Free speech is a goal, it’s not easy to define or analyze in each country. But there definitely difference in different parts of the world and in history.

Yeah every country has different view on that but if you look at the UN declaration you can see that people should have the right to express themselves or their opinions and ideas without the fear of retaliation,censorship,legal sanction.

Its not just about government its about everything in this world
For example if you post some joke on social media people that dont understand it or find it "harmful" can report you and cancel you.

Free speach does not exist. There is ilusion of free speech in the West-you don't go to prison for saying something but you can lose job, lose scholarship, be deported...

For the most part it exists in the Balkans but it could always be better I guess. There are a few countries where you could lose your job or get into some kind of trouble for criticizing the government like in Serbia.

Whenever I hear about free speech there's some nutter spewing harmful nonsense for political purposes.

Free speech doesnt only Apply to speech itself it applies to what you say,type,post,protest etc.
If you see something as harmful doesnt mean that other people see it that way its all about perecption.
If you go to some comedy show and comedian starts to make jokes about Romania you would maybe consider them harmful but everybody else would find it funny or something else.

Arrests were made at pro Palestine protests for more than speech. Not aware of anyone getting in trouble for speech alone. Germany law does not permit free speech, I agree with that and I also criticise Israel.
The free speech crowd supports the modern nazis and Israel.

In most of the developed world, it exists, elsewhere it varies. It's simple: not being jailed or facing legal consequences for what you say, with the exception of defamation (libel, slander).

I agree with the other guy that replied not getting jailed is low standard because there are other things they can do to you.
When we talk about jail there are more people jailed in for example UK then in Russia for their free speech one is dictatorship and the other is so called progresive country.

Not getting jailed is a low standard. You might get cancelled, get called a phrase, excluded. Won't be jailed perhaps but might get crucified. So called 'values' are often hypocritical.
