It's run as a proper lottery, which means there's a whole load of laws they have to follow and the prizes must be genuine and with a stated odds of winning. That's why when you go to the page it says something like "run by octopus energy ltd". Lotteries must say who the organiser is. So yeah, it's legit even if the odds of winning are pretty low.

When you submit your meter reading, they let you spin a wheel, which gives you money towards your electric or gas bill. I've only ever won 0, but it seems some are luckier than me.
